REQUEST FOR PROPOSAL FOR AIRCRAFT OPERATIONS

 

 

The Bering Strait School District owns a King Air B200C, serial number BL-141.  We wish to obtain a quote to provide pilot services and recurrent training, assist with operations,  and  insurance coverage for our aircraft for the FY 25-26 school year.

 

The Bering Strait School District is referred to as the Client and the operator is referred to as the Manager.

 

The operations of the aircraft would begin on August 15, 2025 and end on May 15, 2026.

 

Insurance would begin July 1, 2025 and ending on June 30, 2026.  The coverage would be for nine passengers plus pilot.  This insurance is for standard liability and hull coverage.  The minimum insured hull value of the aircraft would be $4,400,000, with the minimum  standard liability limit of $10 million per occurrence with a $1 million per passenger sub-limit.  The insurance policy shall provide that the Manager will be listed as named insured and the Client shall be listed as additional insured.  No cancellation substantial changes shall be made to the insurance policy until 30 days after receipt by Manager and Client of written notice from the insurers of any such cancellation or substantial change in coverage; to include a severability-of-interest clause providing the policies will operate in the same manner to give each insured the same protection as if there were a separate policy issued to each insured, except in the limits of liability; and shall be occurrence policies that provides coverage for incidents that happen during the policy period, regardless of when a claim is filed.  Insurance premiums will be paid by the Manager and proof of coverage provided to the Client.

 

Should the district aircraft be out of service, the Manager will provide a comparable aircraft to continue flight operations.

 

The Client, as owner, will retain operational control of the aircraft and will be assisted by the Manager with the operations of the aircraft.

 

The Manager will supply one (1) qualified pilot for each flight during the Term of this Agreement.

 

For any pilot supplied by the Manager, the Manager will arrange for all training so that the pilot is qualified to operate the aircraft. The pilot supplied by the Manager to Client will serve under the direction and control of the client.

 

The Client agrees that the pilot, at their direction, may terminate any flight, or take any other flight-related action, refuse to commence any flight, or take any other flight-related action which in the judgement of the pilot is necessitated by considerations of safety.  The pilot in command shall have final and complete authority to postpone or cancel any flight for any reason or condition that in his or her judgement would compromise the safety of the flight.

 

A pilot supplied by the Manager shall be a qualified pilot.  The Client has the option to approve the pilot provided by the Manager. A qualified pilot shall be deemed to refer to an individual who meets the following requirements:

 

(a)   Holds a valid Commercial Certificate with appropriate category and class for the aircraft.

(b)  Holds the required medical certificate for part 91 operations.

(c)   Meets the applicable requirements under the Federal Aviation Regulations (“FARs”) to be pilot of and aircraft on a Part 91 flight, including, but not limited to such pilot satisfying the recency of experience, currency, and certificate requirements of FAR Part 91.

(d)  Satisfies the open pilot warranty section of the applicable hull and liability insurance for the Aircraft: and

(e)   Is current on any training required (i)under FARs for part 91 operations and (ii) to meet the requirements under the applicable hull and liability insurance for the aircraft.

 

Through it’s dispatch, the Manager will provide flight following to the Client for any flight that the Manager provides a pilot.  The Manager will provide flight following service and the Client will remain in operational control of the Aircraft.

 

Invoicing for services is to be done on a monthly basis over the term of the operations period.

 

The client will have the sole responsibility of maintaining the aircraft and the Manager’s maintenance services are limited to identifying discrepancies and reporting such discrepancies to the Client.   The Client will enroll the Aircraft in an FAA-approved inspection program or the manufacturer’s recommended maintenance program under Part 91.  The Client is responsible for the fees for the inspections and maintenance costs.

 

The Airplane will reside in Unalakleet as it’s home base and be hangered in Unalakleet at the Client’s Hangar. 

 

Client will be responsible for all fuel costs.

 

Client will provide housing and transportation.
